No, it is currently not possible to add offline markets to a risk directly.

However, brokers are able to create a PDF of the market reform contract that can be printed and stamped in the traditional way. This is enabled by the 'intended total' feature when signing lines. This allows the broker to sign lines to less than 100 percent to account for lines written offline. This is shown in the below videos.
